Health Information systems Manager – PEPFAR program

Position Number: MUWRP/05/17

Location: Kampala

Job Objective/Purpose:

The incumbent will serve as the Health Information Systems (HIS) lead for the Makerere University Walter Reed Project (MUWRP) PEPFAR Program. The position’s primary responsibility will be to ensure that MUWRP PEPFAR program data is properly collected, managed, analyzed and reported to support program improvement. . The HIS manager will work closely with the PEPFAR M&E, data field teams, QA/QC teams  and other program staff to ensure quality  data collection and support  management  of health information systems to include database development and data management. He/she will lead the development and implementation of formative research, ensure functionality of electronic data management systems, provide routine and adhoc data reports and participate in Site Improvement Monitoring activities. The incumbent will serve under the immediate supervision of the PEPFAR Program Manager.  The position will be based in Kampala with frequent travel to MUWRP supported districts

 

 

Key Duties and Responsibilities

Develop, review, routinely update and support functionality of; PEPFAR Health Information systems, data management plans, databases, data management policies and guidelines.

  1. Support program to interpret data from MUWRP PEPFAR databases, analyze results, support planning, and provide technical guidance to the M&E team.
  2. Review program reports generated from MUWRP data management systems and DHIS2 for data completeness, accuracy and consistency.
  3. Support Program Manager to get accurate and complete data from the PEPFAR data bases and identify key and priority areas for implementation/formative research
  4. Provide technical support in implementation of program evaluations, assessments and surveys.
  5. Coordinate and supervise the development and implementation of electronic data collection and management systems in all supported sites.
  6. Support consultants/ teams as identified by MUWRP to implement/ upgrade EMR data bases or support data and M&E functions of the program.
  7. Monitor and ensure implementation of DoD/MUWRP Site Improvement Monitoring System (SIMS) activities.
  8. Exercise and maintain confidentiality of client information at all times.
  9. Serve as the MUWRP representative on the USG Emergency Plan coordinating SI TWG
  10. Any other duties as may be assigned by the supervisor.

 

 

 

Required Education and Experience

 

Minimum Qualification required: Applicants must possess a Bachelor’s degree in statistics or BSC- Mathematics. Master’s degree in Public Health, Statistics, Epidemiology or Demography, Additional training in M&E is of an added advantage

 

Experience: Three years’ experience supporting data management for HIV/AIDS MoH and PEPFAR supported programs.

 

 

Technical Skills and Abilities:

  • Technical expertise regarding database design development, data mining and segmentation techniques is an added advantage.
  • Knowledge and experience using statistical analysis packages (SAS, SPSS, STATA etc)
  • Adept at queries, report writing and presentation of findings.

Assistant M&E Officer (1)

Position Number: MUWRP/06/17

Position Location: Kayunga

Job Summary:  The Assistant M&E officer will report directly to the M&E Officer and will support M&E and HMIS field based operations. His/her main duties will include; support implementation M&E activities for the MUWRP program, work with the district Biostatisticians and HMIS focal persons at district level to address data needs, participate in district HMIS activities such as integrated support supervision, and quarterly HMIS data review meetings. He/She will support the M&E function to ensure all reports are received in a timely manner and data reviewed to guide program implementation. The Asst. M&E Officer will support implementation of M&E data quality assurance processes.

Roles and Responsibilities:

  1. Work with District HMIS focal persons to facilitate use of the program and district information systems – HMIS, EMRs and DHIS2.
  2. Work with the M&E team to conduct data quality assurance and perform control checks for completeness, consistency and accuracy of data before data analysis and report submission into DHIS2, HIBRIRD and OVC MIS and other MUWRP data reporting systems.
  3. Participate in routine data audits and verification for data entered in DHIS2, OVC MIS, HIBRID and MUWRP data management systems.
  4. Support use of program data for M&E to guide program implementation.
  5. Assist in the preparation of routine M&E reports as required.
  6. Work with consultants and Teams as identified by MUWRP to collect data for; PEPFAR related surveys, adhoc data requests and develop and implement data management/ performance tracking systems.

Data Quality Assurance /Quality Control (QA/QC) Coordinator

Position Number: MUWRP/07/17

Position Location: Kayunga

Job Summary: The candidate will serve as the Data QA/QC Coordinator for the Makerere University Walter Reed Project (MUWRP) PEPFAR program. His/her primary responsibility will be to ensure that the data that is produced and captured on any form and entered into any of the organization databases fits the purpose and complies with protocol requirement.

The Data QA/QC Coordinator will be responsible for developing and coordinating quality control and assurance activities and programs necessary to generate valid and reliable data. He/she will document the data test results and provide suggestions required to attain the best quality possible.

Roles and Responsibilities

  1. Promote performance improvement and quality assurance programs throughout the department
  2. Define quality control and assurance measures in conjunction with other data staff
  3. Set up, maintain, and review documentation and control procedures.
  4. Ensure compliance with international and national legislation and standards
  5. Supervise technical team in carrying out data quality checks and tests.
  6. Determine relevant data quality training requirements and assist with staff training.

Senior Data entry specialists (2)

Position No: MUWRP/08/17

Location: Kayunga

Job summary: The Senior Data Entry Specialists will report to the QA/QC Coordinator. He/ she will ensure timely and correct entry of all data including survey data and routine program data (SMC, OVC, Prevention, HTC) into databases. The senior data entry specialist will carry out other duties relating to hard copy data archiving, alert teams on report submission guidelines and completeness and work closely with QAQC team to ensure data quality is maintained.

 

Roles and Responsibilities:

 

  1. Support HMIS/ District Biostatisticians/PSWOs to ensure timely and accurate entry of reports into DHIS2& OVC MIS.
  2. Ensure that all facilities and program units have the required data collection and reporting tools
  3. Establish a reporting tracking system that provides program and facility staff with timely updates on pending, incomplete and missing reports.
  4. Work with the Data, M&E, QA/QC team and MoH personnel to conduct data quality assurance and perform control checks for completeness, consistency and accuracy of data before report submission/ entry into DHIS2, HIBRIRD and OVC MIS and other MUWRP data reporting systems.
  5. Check DHIS 2 and SMS weekly, monthly and quarterly reporting for timeliness and accuracy of reporting and follow up to ensure 100% reporting
  6. Enter Program data into electronic data bases as provided by MUWRP.
  7. Verify data entered into the computer by checking data tables for errors and correcting as required, perform logical checks to ascertain quality of data entered.
  8. Participate in verification of data capture forms to locate missing information and take necessary steps for correction.
  9. Monitor the system for malfunctions, reports malfunctions to the immediate supervisor.
  10. Supervise collection & submission of accurate and timely reports required for PEPFAR reporting and MUWRP data management systems (EMR, OVC data base, Prevention).
  11. Liaise with IT department to ensure proper storage, filing and backup of project documents and data.
  12. Participate in the retrieval of information from the system as and when required.

Job summary: He/ she will ensure timely and correct entry of all data including survey data and routine program data (SMC, OVC, Prevention, HTC) into databases. The data entry specialists will carry out other duties relating to hard copy data archiving, alert teams on report submission guidelines and completeness and work closely with MROs to ensure effective and efficient data entry into electronic data management systems.

 

 

Roles and Responsibilities

  1. Enter Program data- PWP, LTFU, Hub data, OVC, SMC, Care and treatment data from static and outreach sites into the MUWRP electronic data bases
  2. Enter HIBRID and HMIS data into MUWRP data base to support data back and program tracking
  3. Run routine reports as may be required by the clinic staff or MUWRP
  4. In close liaison with the IT team, routinely backup data entered into the electronic data bases.
  5. Support completeness of MoH reporting by identifying gaps and addressing facility based reporting challenges as they occur.
  6. Ensure functionality of electronic data management systems
  7. Perform data quality assessment before entry into the system.
  8. Maintain data entry requirements and standards by following data program SOPs.
  9. Ensure proper filing and storage of office data both manually and electronically

Medical Records Officers (13 positions)- EMR

Position No: MUWRP/10/17

Location: Health facilities in Mukono, Kayunga, Buvuma, Buikwe

Job summary: The Medical records assistant will work closely with health unit staffs at MUWRP supported health facilities to ensure continued entry of quality data in source documents. He/ She will help update registers, ART cards and other source documents at the health units.

Key Duties and Responsibilities

  1. Ensure HMIS tools are used correctly at all services points following MOH/PEPFAR standards.
  2. Ensure that all registers are updated.
  3. Enter Program data- PWP, LTFU, Hub data, OVC, SMC, Care and treatment data from static and outreach sites into the MUWRP electronic data bases
  4. Ensure compilation of facility HMIS/PEPFAR report.
  5. Ensure that all data collected from community based activities is recorded in facility M&E tools.
  6. Provide real time feedback and support to service points on accuracy, completeness and timeliness of data collected.
  7. Enter Program data into electronic data bases to support data back and program tracking
  8. Ensure that all medical records are archived as per SOPs.
  9. Participate in preparations of quarterly data review meetings

Community Nurse

Position No: MUWRP/11/17

Location: Kayunga

Job summary: The community nurse will lead the designing and implementation of the community care delivery models to provide HIV/ AIDS prevention, care and treatment services. The community nurse will lead and develop innovative and evidence based interventions to support effective service delivery of HIV care and treatment programs through the differentiated service delivery models.

Roles and Responsibilities

  1. Coordinate planning, implementation, and evaluation of the differentiated Service delivery Model activities in compliance with MoH and PEPFAR guidelines policies and procedures.
  2. Support collection, analysis and validation of baseline and routine program data to support implementation and routine program monitoring.
  3. Support DSD sites in medical commodity forecasting, warehousing and reporting to ensure constant supply of HIV commodities for patients receiving services at DSD sites.
  4. Ensure availability of tools to facilitate reporting and program monitoring
  5. Ensure constant monitoring and leveraging of resources for program success.
  6. Coordinate and monitor CBOs and CDOs supporting implementation of the DSD program.

HIV Prevention Programs Officer

Position No: MUWRP/12/17

Location: Kayunga

Job summary: The Prevention Officer will support the design and delivery of HIV prevention programs in MUWRP supported facilities and community Based programs. The officer will work with the prevention and OVC teams support development and adoption of innovative and evidence based interventions that support service delivery to HIV prevention programs to reach children, adolescents, youth and adults.

Roles and Responsibilities

  1. Coordinate planning, implementation, and evaluation of all HIV prevention programs in compliance with MoH, MoGLSD and PEPFAR guidelines policies and procedures.
  2. Leverage resources from the other complementary programs to support implementation of the HIV prevention program.
  3. Coordinate and monitor performance of CBOs and CSOs supporting implementation of HIV prevention programs.
  4. Create awareness and generate demand for HIV prevention and care services with a special focus on adolescent girls and young women, OVCs, young men and adolescents.
  5. Support collection, analysis and validation of baseline and routine program data to support implementation and routine program monitoring.
  6. Liaise with MoGLSD and relevant district based structures to support monitoring and reporting of HIV prevention programs

Health Systems Strengthening Officer

Position No: MUWRP/13/17

Location: Kayunga (1)

Job summary: Support PEPFAR Program to strengthen the capacities of community based and district partners that support implementation of the PEPFAR program. H/She will work with partners to monitor implementation of program and build systems to ensure organizations have the skills to effectively use resources to achieve program objectives.

 

Roles and Responsibilities

  1. Help design and deliver institutional capacity assessments and establish baselines to measure progress and develop customized performance programs.
  2. Lead the implementation of the performance solutions package by mentoring partner staff in a wide range of areas to help increase their capabilities to perform their duties and achieve their institutional mandate and PEPFAR program objectives
  3. Provide guidance and support in designing and delivering performance plans and oversee adherence to program plans.
  4. Seek continuous feedback from the community based and district partners in order to ensure their satisfaction and improve the delivery of the health systems strengthening programs.
  5. Coordinate with community and district partners to ensure that HSS efforts are streamlined and sequenced appropriately.
  6. Continuously monitor the results of project activities, evaluating progress against project targets and identifying course-corrections that may be needed in order to improve impact.

Pediatric and Adolescent Health Coordinator

Position Number: MUWRP/14/17

Location: Kayunga

Job Summary:

The Pediatric and adolescent health coordinator will lead the designing and implementation of the pediatric and adolescent health care services. Working closely with the PMTCT, OVC and care and treatment program coordinators, He/She will lead and develop innovative and evidence based interventions to support effective service delivery of pediatric and adolescent health care services.

 

Roles and Responsibilities

  • Coordinate the planning, implementation, and evaluation of the pediatric and adolescent health care services for the MUWRP HIV/AIDS program.
  • Provide technical assistance and mentorship to district health teams to support improved implementation of pediatric and adolescent HIV/AIDS care services particularly linkages into care, maximizing viral load coverage and viral load suppression
  • Support continuous quality improvement activities pertaining to pediatric care and treatment.
  • Support collection, analysis and validation of baseline routine program data to support implementation and routine program monitoring.
  • Support sites in medical commodity forecasting and ordering to ensure constant supply of HIV commodities for pediatric and adolescent care services.

Transport Officer (5) positions

Position No: MUWRP/15/17

Location: Kampala (1), Kayunga, (2) Fort portal (2)

Roles and Responsibilities

  1. To drive project vehicle/s to carry out authorized project’s activities.
  2. To deliver and or collect project materials, documents and correspondences to/from various locations, including upcountry locations/field offices.
  3. To receive/take project visitors at/to the airport whenever they travel and ensure they are safely transported to their destinations.
  4. To keep a vehicle log book indicating authorized users of the project vehicle, mileage, fuel consumption and such other details of trips undertaken as may be required.
  5. To ensure the project vehicle is properly cleaned, serviced and maintained in an excellent condition at all times.
  6. In liaison with the administrator, to ensure that license, parking stickers, insurance and all other requirements by any authority are fulfilled and are up to date at all times.

Required Education & Experience:

ACCOUNTS ASSISTANT (1)

JOB SUMMARY:  Candidate will be located at the Makerere University/Walter Reed Program (MUWRP) in Kampala.  The Accounts Assistant will provide overall support to the Finance section in the areas of petty cash management, voucher preparation, following up accountability of working advances, filling of accounting documents and entering accounting data into the accounting software. This position requires keen attention to detail and high levels of confidentiality and integrity.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  1. Verifying the accuracy and approval of invoices, purchase orders and other accounting documents or records placed for payment.
  2. Mobile money payment processing to include verification of beneficiary’s mobile numbers and related beneficiary’s names and uploading correctly verified numbers and names to mobile money payment platforms.
  3. Update and maintain accounting journals, ledgers and other records detailing financial business transactions
  4. Handling /entering approved payment requests and purchase orders into accounting software- Microsoft Dynamics NAV
  5. Uploading payments into the online banking platform ( Straight2bank for SCB and Citi online banking for CITIBANK)
  6. Carrying out field visits to ensure project resources are put to the right use.
  7. Assist in the review of accountability provided by the districts and CSOs
  8. Preparation/ lining up of payment vouchers for both cash and bank payments
  9. Carrying out banking duties as a third party agent including making cash deposits, cash withdrawals, picking bank statements and other related tasks

Roles & Responsibilities

  • Establish and maintain close collaborative links with study communities through meetings with key stakeholders and study participants and working closely with project leaders on providing feedback to stake holders.
  • Conduct meetings with peer leaders of study participants to guide organization’s operations with the study population
  • Develop, implement and evaluate volunteer recruitment strategies and outreach efforts to increase awareness of, and enrolment into clinical research studies

Job purpose: The overall objective of the HelpDesk Specialist is to assure users are provided efficient and timely first and second level support on a 24 hour basis.

Roles& responsibilities

  • Write Standard Operating Procedures for Network Management.

Biomedical Engineer

Position Number: MUWRP/19/17

Position Duty Station: Kampala with Frequent travels to MUWRP related sites.

Position Summary: This position holder will be responsible for performing installation, preventive maintenance and repair work on electrical and an extensive range of large and small electromechanical equipment at various MUWRP held Facilities. He will also oversee back-up power (i.e. generators, invertors, UPS) connections and preventive maintenance to assure functionality.  He/she will also oversee Liquid Nitrogen plants and ensure adequate maintenance and condition of plants

 

Roles and Responsibilities:

  1. Receives assignments in the form of oral instruction, work orders or other instruction from the Supervisor concerning the work to be done.  Proceeds to accomplish the necessary maintenance, repair, or installation of equipment in accordance with established electrical trade practices
  2. Personally perform and execute highly skilled level of work
  3. Perform duties involving the installation, renovation, preventive maintenance, repair and rebuild of laboratory  equipment, machines, components and control devices associated to the electrical systems, lighting system, electrical controls and components of electrical equipment and machinery, and electrical parts and devices of electrically operated appliances.
  4. Clean, service and repair electrical controls and components of electrical equipment and machinery.
  5. Participate in major troubleshooting, installation and renovation of facilities, utilities and equipment for all MUWRP sites.
  6. Provide work and services high in quality, efficiency and reliability.
  7. Monitor and keep log of all operating laboratory equipment. Respond to temperature outages as necessary.
  8. Perform emergency repair and service when needed.
  9. Maintain and keep assigned tools and equipment in good order.  Personally perform tool inventory to make sure all assigned tools and equipment are accounted for at all times.

 

  Logistics Support                                                                         

  1. Ensure preventive maintenance and unscheduled work orders are completed correctly, especially labor hours, and submitted promptly to the Supervisor.
  2. Prepare requisition for common and special tools, equipment, spare parts, bench stock, and other materials needed for immediate or future needs to the Supervisor.

Position title: Study Coordinator

Position Number: MUWRP/20/17

Position Location: Mukono

Position Summary: The position serves to aid in the coordination, management and conduct of clinical research under the supervision of a designated Principle Investigator. The PI delegates the day‐to‐day administrative requirements of a protocol to the clinical or non‐clinical research study coordinator. The position holder is expected to fully comply with all national, international, and institutional rules and regulations related to research involving human subjects and human subject‐derived information and materials.

Roles and Responsibilities:

  1. Plans and coordinates the initiation of research study protocols, and the establishment of operating policies and procedures.
  2. Initiate and in liaison with the regulatory office prepares research ethics board applications and related submissions
  3. Support planning,  implementation, and maintains data collection and analysis systems in support of research protocols; coordinate the collection and participate in analysis of research data whenever possible
  4. Ensures the smooth and efficient day-to-day operation of research and data collection activities; acts as the primary administrative point of contact for internal research staff and as the principle operational liaison for other stakeholders (internal and external), but in liaison with the Study Principle Investigator.

 

  1. Coordinates the day-to-day activities of any technical support staff specifically engaged in the carrying out of research/clinical protocol, as appropriate to the position; may perform aspects of research protocol, as required, in accordance with specified delegated duties.
  2. Plans and coordinates the staffing of research studies, to include participation in the recruitment and coordination of the research team, as appropriately delegated
  3. Supervises and coordinates the provision of support services to the Principal investigator and Co investigators

Job Summary:  The candidate will serve as a Medical Officer for the Makerere University / Walter Reed Project (MU/WRP), PrEP study based in Mukono District.

 

Roles and Responsibilities

  1. Actively participate in generating and designing research protocols including public health evaluations.
  1. Participate in writing manuscripts and publications
  2. Work with the study coordinator to implement the PrEP Demonstration Project and related procedures as approved by IRB.
  3. Participate in screening and enrolling young FSWs into the PrEP Demonstration project and provide PrEP care to study participants
  4. Take medial history, conduct physical examination, diagnose and manage or refer for management of participants with illnesses including STIs/STDs
  5. Work closely with the care and treatment implementation team to identify and develop new research ideas.

Quality Assurance/Quality Control Officer (2)

Position Summary: The candidate(s) will be responsible for maintaining QC/QA activities for the Makerere University / Walter Reed Project (MU/WRP), PrEP study based in Mukono District.

 

Required Roles and Responsibilities.

  1. Work with the Study coordinator, Medical Officer and the PI to ensure that study activities and processes are conducted as per protocol and related SOPs
  2. Ensure that CRFs are correctly, accurately and promptly filled by the clinic research team before presentation for data entry
  3. Evaluate and respond to quality events, incidents, queries, and complaints as they arise in real time
  4. Keep up to date with all related quality and research ethics legislation and compliance issues
  5. Work with the Study Coordinator to compile and prepare materials for submission to regulatory agencies.
  6. Establish and document internal quality assurance and quality control processes/procedures.
  7. Utilize guidance documents (SOPs, MOPs, research protocol, etc), local and international standards, or consensus standards to support the research teams to conduct all research procedures as expected.
  8. Conduct the day to day quality control audits and promptly communicate the findings to the appropriate stakeholders
  9. Communicate any critical compliance risks noted from these activities to the Principle Investigator and or senior management.
  10. Prepare a weekly QC/QA updates for discussion in the weekly research meetings.

Pharmacy Technicians (2)

Position Number: MUWRP/24/17

Location: Mukono

Position Summary: Under the supervision of the Study Coordinator, the pharmacy technician will perform pharmacy-related functions and provide optimal pharmaceutical care in compliance with requirements of the National Drug Authority (NDA), the Pharmaceutical Society of Uganda (PSU) and MUWRP policies and procedures for the MUWRP PrEP study in Mukono.

 

Roles and  Responsibilities

  • Assist the pharmacist in scheduling and maintaining workflow
  • Prepare medications and supplies for dispensing, including:
  • Filling and labeling prescriptions for outpatients
  • Providing drug information/instructions to patients in lay language
  • Preparing drugs being used in clinical investigations
  • Monitor and maintain pharmacy inventory levels and storage conditions
  • Control and audit of restricted medicines e.g. narcotics, antiretroviral and investigational products
  • Perform physical counts of all pharmacy inventory on a monthly basis
  • Prepare monthly pharmacy inventory accountability reports and quarterly forecasts
  • Assist with needs assessment and quantification for antiretroviral and general medicines
  • Assist the MUWRP pharmacist in proper record keeping of pharmacy transactions and/or entering medication orders into a computer system
  • Maintenance of pharmacy equipment and appropriate documentation
  • Maintain an awareness of current developments in the community and pharmaceutical fields that relate to job responsibilities and integrate them into practice

Required Education and Experience

 

Minimum Qualification required: A Diploma in Pharmacy from a recognized institution. Additional qualifications in procurement and supply chain management will be an added advantage. Experience accruing from a busy research setting and prior work with ART/PEPFAR programs is desirable.

 

Experience: At least one year of post-qualification hospital or community pharmacy experience.

Data Entry Specialist (4)

Job Summary: The incumbent will serve as a Data Entry Specialist for the Makerere University-Walter Reed Project (MUWRP) PrEP Study at Mukono. His/her primary responsibility will be to assist with the capture, and storage of data (both electronic and manual) generated from the MUWRP research studies.

Roles and Responsibilities

  • To perform data entry, cleaning, and filing of Case Report Form (CRFs) and other study subject data documents
  • Tracking of data collection forms & laboratory results
  • A clear understanding of all the relevant Standard Operating Procedures for data capture and storage at MUWRP’s Data Management Center
  • A clear understanding of the current research studies at the MUWRP
  • Performs both manual and electronic data capture (when available)
